Sincerely happy for potentially-allergies! Because any diagnosis is a step forward, and allergies is a particularly actionable one. Toby is also really hard to pill (I hate doing things to his body that cause him stress, because he is already too dang stress-prone, and I'm generally medicating him to ... reduce stress...), so I feel the struggle with steroids. But this is still an optimistic starting point! Best thoughts her way, and yours too.
(Unsolicited advice ahead: For Toby, I'm usually able to crush pills and add them to wet food for irregular medication does, like monthly flea treatments. He's too sensitive to taste/texture if I try to do this more regularly or have to give him a larger dose. I find it easier to give him liquid meds than pills, personally; still stressful to administer, but faster/more forgiving in OUR personal experience than a pill. Maybe something to look into? That said, I know compounding medication can be costly. Fingers crossed for you!)
